Resilience BV is a dynamic organization committed to driving impactful development programs. With a growing presence in East and Southern Africa, we are launching significant operations in Uganda and Mozambique. We are therefore seeking a Program Director to lead and manage our expanding portfolio.
Position summary
The Program Director (PD) will play a pivotal role in managing and strategically guiding Resilience BV’s programs, operations, and partnerships. The role includes oversight of multiple projects, coordination with consortium partners, operational and financial structuring, and acquisition support. This position is central to the company’s expansion efforts in Uganda and Mozambique and may be based in the Netherlands, Uganda, or Mozambique.
The Program Director will work closely with the founders of the company, as well as the Head of HR and Head of Finance, to ensure alignment across all operations and strategic decisions.
Key Responsibilities
Program Management
– Provide overall direction and leadership for key programs including Mangwana, SLDP, INSPIRE, and others.
– Coordinate program planning, staff input, financial forecasting, and procurement processes.
– Ensure timely and high-quality narrative and financial reporting.
– Oversee internal processes for timekeeping, expense tracking, and procurement.
Strategic and Operational Leadership
– Support and implement strategic decisions at the company-wide level. – Develop and manage operational and financial systems across country offices. – Streamline financial and operational processes between Resilience BV and subsidiaries. – Lead the implementation of an online accounting system for Resilience BV and its country offices.
Partnership and Representation
– Represent Resilience BV in consortium meetings and external stakeholder engagements.
– Manage partnerships and handle contract negotiations and amendments.
Human Resources & Financial Oversight
– Support HR processes, including annual staff evaluations.
– Ensure compliance with financial year-end reporting in all operational countries.
– Operate under the ‘four eyes principle’ in collaboration with the financial officer for checks and balances.
Acquisition and Business Development
– Actively engage in acquisition and proposal development, especially in Uganda and Mozambique.
– Build a deep understanding of Resilience BV’s products, services, and teams.
– Attend networking events, coordinate proposal writing, and review new proposals for quality assurance.
Required Qualifications
– Master’s degree (or equivalent) in International Development, Business Administration, Public Policy, Economics, or a related field.
– Additional certifications in project management, finance, or leadership (e.g., PMP, ACCA, MBA) are an asset.
– Proven experience in international program and operational management.
– Strong financial acumen and familiarity with international development finance.
– Exceptional leadership and strategic thinking skills. – Experience working in or with East and Southern African countries.
– Excellent communication and negotiation skills.
– Fluency in English is required, fluency in Portuguese is a plus.
