Under general direction, the Economic Development Specialist assists in the creation of economic development programs, promotes, and markets the City as a place to do business, implements strategies to attract and recruit business and industry to Alhambra and expands and retains existing businesses. The Economic Development Specialist is responsible for preparing and cording economic development related committee meetings and maintaining information on utilities, taxes, zoning, transportation, community services, incentive programs and innovative financing tools, and performs other related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED:
Supervision is provided by the Director of Community Development or their designee.

Serves as the primary staff member charged with the attraction and retention of businesses to the City of Alhambra; develops and implements an economic development strategy for the City; serves as a link between the City and various business owners and associations; serves as an authority on information, resources, and programs related to economic development and revitalization; familiarizes public officials, retailers, developers, community groups, the general public, and others with the nature and orientation of economic development and revitalization and interact with them to promote public-private partnership; assists business owners and property owners with design and construction of physical projects; communicates economic development activities to various media, City officials, and others; designs a variety of promotional/marketing materials for the purposes of business attraction and retention; prepares marketing materials and sends to target industries and businesses; makes marketing presentations, conducts tours, meets with new and existing business representatives, and responds to businesses interested in relocating or expanding in the City; assists with website development, management, and updates; responsible for the creating and distribution of electronic marketing campaigns designed to support business development, and business retention; integrates effective marketing and outreach programs and activities with business development; communicates with local businesses to identify business needs and issues facing local enterprises, including barriers to growth; identifies and implements services; plans, schedules, and coordinates special events; writes articles, fliers, and other publications; updates, designs, and edits a variety of printed material including brochures, community profiles, and other promotional/marketing materials; provides leadership in the development and implementation of short- and long-range plans and polies related to economic development activities; serves as staff liaison to current and future council, boards, commissions, committees as needed; and performs other related duties as assigned. To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential job functions of the position. A typical combination is:
Education and/or Experience:
A Bachelor’s degree from an accredited college/university with major coursework in Public Administration, Business Administration, Planning, or a closely related field or a minimum of one (1) year of progressively responsible experience in public sector economic redevelopment/revitalization. A Master’s degree and/or Economic Development certifications are desirable.
Knowledge of:
Principles, procedures, and strategies of economic development in a government environment; demographic economic trends and forecasting; marketing and research methods, principles, and procedures; public relations and copy writing; and project management.
Ability to:
Provide group facilitation and communicate effectively with a wide array of constituent groups; design marketing materials; meet schedules and deadlines of the work; and ability to communicate, both orally and in writing, with employees, public officials, property owners, contractors, residents, business owners, vendors, and others as required.
Possession of and ability to maintain a valid Class “C” California Driver’s License are required.
PHYSICAL DEMANDS
Ability to lift up to 15 pounds is required. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, crouching, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone and personal service.
WORK ENVIRONMENT
Employee generally works indoors. Environment is generally clean with limited exposure to conditions such as dust, fumes, or odors. Employee may travel to different locations and may be exposed to inclement weather conditions, noise, vibration, or dust. Noise level in the work environment is usually moderate but the employee may occasionally be exposed to loud talking and interruptions from telephones and/or members of the public.
