Under administrative direction, directs, oversees, and administers the resources of the Planning, Building and Safety, and Economic Development Divisions to promote the growth and development of the community.

TASKS
- Establishes and maintains direction and regulation over the Economic Development, Planning, and Building and Safety resources to ensure comprehensive implementation of the City’s General Plan;
- Performs administrative control of the Building Division and ensures development within the City conforms to the Uniform Building Code standards;
- Oversees Economic Development projects that target resources to create development opportunities to attract new businesses to the community, remove withering obstacles, and create revenue streams and employment opportunities to enhance the economic vitality of the community;
- Develops, communicates, and advocates long-term and short-term goals and objectives through strategic planning;
- Writes management reports, researches information requests from Administration, and prepares other items for Council;
- Delegates projects, establishes and reviews project deadlines, priorities, workloads, and schedules of the Department;
- Edits and reviews staff reports, development agreements, economic analysis, budget expenditures, and budget preparation;
- Responds to inquiries and concerns of the community regarding activities and programs of the Department;
- Prepares, reviews, and approves the formal performance evaluation of Department staff.
QUALIFICATIONS
Bachelor’s degree from a four-year accredited college or university in Planning, Finance, Business Administration, Public Administration or closely related field, AND seven (7) years of progressively responsible experience in one or more of the following areas; planning, economic development, community development including three (3) years at a management level. Must possess at the time of application and maintain a valid California Driver’s License. A Master’s Degree is highly desirable.
KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS
- Knowledge of applicable city, county, state, and Federal statutes, rules, ordinances, codes, and regulations governing community development, planning, building and safety, and economic development, the management or supervision principles, and long and short-range planning and development techniques;
- Skilled in assessing and prioritizing multiple tasks, projects, and demands, working with conflicting deadlines to complete projects, identifying, analyzing, and implementing solutions to complex problems, providing and following oral and written communications, and in establishing and maintaining productive working relationships;
- Ability to effectively communicate verbally and in writing, maintain a calm, professional demeanor in challenging situations, and work independently and as a team to accomplish city goals and objectives;
- Proficient in the use of personal computer hardware equipment, electronic devices to include MS Office Suite and other industry-related software packages;
THE EXAMINATION PROCESS begins with a complete review of all applications and resumes submitted for consideration. Only applicants determined to be "most qualified," as reflected by their application materials, will be invited to participate in the examination for this recruitment. The examination shall consist of one or more of the following exams: Technical and Experience Evaluation and/or Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must pass each test part with a score of 70% or higher to have their name placed on the active eligibility list for this position. Appointments will be made from candidates in the top three rankings.
