Definition of ResponsibilityThe Senior Project Specialist oversees the implementation, compliance, and performance of WIOA-funded programs and/or other departmental programs. This role is responsible for ensuring program objectives are met in alignment with federal, state, and local regulations.

Job PurposeThe Senior Project Specialist collaborates with manager, internal staff, community partners, employers, and training providers to support participant success and workforce development outcomes.
Essential Job Duties:Program Management & OversightLead the coordination, and execution of WIOA Youth program activities and/or any other Youth Services Programming.
Ensure compliance with all WIOA & State regulations, performance metrics, and reporting requirements.
Monitor program progress and outcomes; provide regular updates to leadership and stakeholders.
Develop and implement operational procedures, performance strategies, and quality assurance processes.
Reporting & Compliance
- Prepare and submit reports to funding agencies, internal leadership, and external stakeholders.
- Maintain thorough documentation and records in accordance with federal, state, and local audit standards.
- Conduct internal audits and participate in monitoring visits and corrective action planning.
Staff Leadership & Development- Supervise and support case managers, career coaches, and administrative staff as assigned.
- Provide ongoing training and professional development for program staff.
Community & Partner Engagement- Develop and maintain relationships with employers, training providers, educational institutions, and community-based organizations.
- Represent the program at workforce development meetings, job fairs, and public events.
- Collaborate with partners to ensure wraparound services and resources are available to participants.
Strategic Planning & Innovation- Analyze labor market trends to inform program design and employer engagement strategies.
- Recommend improvements to enhance program impact, efficiency, and participant outcomes.
- Assist with grant writing, renewals, and identifying new funding opportunities.

You may not be required to perform all of the essential job functions listed.Preferred EducationGraduation from an accredited college or university with a bachelor's degree in Public Administration, Business, Social Work, Education or a related field. Preferred Experience and Training• Minimum 3–5 years of experience in workforce development or program management, with at least 2 years in a leadership role.
• Experience implementing large scale youth programming.
• In-depth knowledge of WIOA legislation, policies, and compliance requirements.
• Strong organizational, analytical, and communication skills.
• Proficient in case management procedure, MS Office Suite, and data reporting tools.
Licenses and CertificationsPossession of a valid driver's license equivalent to a non-commercial Class C Maryland driver's license is required at the time of appointment.Proof of Licenses, Certifications and Education
