The State Highway Administration's (SHA) Office of Highway Development (OHD), Plats and Surveys Division (Baltimore City) is recruiting for anAssistant Division Chief, Plats and Surveys (Transportation Engineering Manager II)position.This position is open to anyone who meets theminimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this SHA position or function only. Nature of work: The Assistant Division Chief (ADC) of the Plats and Surveys Division supervises and manages in-house survey crews, consultant survey crews, and Area Engineers in the activities necessary for the collection of field survey data. This information will be processed and provided to the SHA’s design production managers, the Plats Section, and consultant engineers for their use in developing design studies, plans, and other documents for transportation projects. The ADC administers the policies of the Plats and/or Surveys Sections of PSD, OHD, and SHA. As per COMAR Real Property article 3-108, this position requires registration as a Property Line Surveyor or Professional Land Surveyor in the state of Maryland. This requires that a plat must be signed and sealed by a licensed surveyor for the plat to be recorded. The ADC reviews, approves, signs, and seals right-of-way plats prior to the plats being issued and recorded, or the ADC supervises licensed surveyors performing this work. This position manages and directs the licensed plat team leaders and plat engineers in developing and preparing various types of highway plats and other right-of-way documents to enable the MDOT SHA to acquire and dispose of a right of way. The ADC has professional knowledge and supervisory control of the field crews performing metes and bounds surveys supporting the preparation of the plats. The ADC will sign and seal plats that are prepared by in-house staff and may sign plats that consultants prepare. Lastly, this position is responsible for training and development of all plat engineers and technicians and for knowledge management and succession planning for the division.

Experience: Eight (8) years of experience in professional engineering, including one (1) year of supervisory or consultant management experience.
Selective Qualification: Four (4) years of experience in plat preparation or land surveying. One (1) year of the require experience must have included the management of a plat preparation team or land surveying production team.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).Preferred Qualification: The ideal candidate should possess the following:- Good customer relations skills are imperative in this position due to the interaction with a wide variety of offices and functional areas and the public
- Good computer skills and knowledge of Microsoft Office programs (e.g. Word, Excel Access and PowerPoint) are desirable
- Ability to communicate effectively, both oral and written, as well as interpret plans and specifications, and establish and maintain effective working relationships with customers, fellow employees, consultants and the public
- Knowledge of current survey equipment, processing software, CADD, GPS, LiDAR, and GIS are essential
Notes:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.2. Possession of a master's degree in engineering may be substituted for one year of the non- supervisory experience.
3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements
- Candidate must possess a motor vehicle operator’s license valid in the state of Maryland.
- Applicant must possess a current Maryland Property Line Surveyor license or a Maryland Professional Land Surveyor license and be in good standing with the Maryland Board for Professional Land Surveyors.
Special Requirements: - This position oversees operations of employees, consultants and projects statewide.
- This may require overnight travel and or extended work hours by the ADC subject to SHA and Plats & Surveys policies and procedures to oversee and or manage resources and or projects.
